Development Advisor

The Development Advisor (DA) provides career counseling for all members of Team Vandenberg, with specialized knowledge in reenlistments/extensions, retraining, and specialty job opportunities. The DA serves as the gateway for Team Vandenberg’s professional development needs.

Mandatory development courses are offered on a scheduled basis, with the availability of informal offerings hosted at various points throughout the year. Mandatory courses include Informed Decision Seminar (IDS), First Term Enlisted Course (FTEC), Junior Enlisted Foundations (JEFC300), NCO Foundations (NCOFC500), and SNCO Foundations (SNCOFC700).

Optional courses include: First Term Officers Course (FTOC), Flight Leadership Course (FLC), and the Facilitators Course (FC).

The DA will assist Team Vandenberg with providing relevant career information during Commander’s Calls, when requested, as well as distribute information covering new development and force management initiatives.

The Development Advisor supports all mission partners, Airmen and Guardians.

Master Sergeant Myster Duran

MSgt Myster Duran is the Development Advisor (DA) for Space Launch Delta 30, Vandenberg Space Force Base, California. He has served as a 3E271 (Pavements and Construction Equipment Operator) and a T3E251 (Pavements and Construction Equipment Technical Training Instructor), held various leadership positions throughout his Air Force career, and served on deployments in direct support of ENDURING FREEDOM and INHERENT RESOLVE. Through his commitment to continuous learning and accelerating change, he is excited at the prospect of collaborating with you so that you can be the best version of yourself and the Airman or Guardian that the Air and Space Force needs.

First Term Enlisted Course (FTEC)

Course Length: 5 Days – – –
Who: First term enlisted members; attendance mandatory within 45 days of arrival to first duty station.
Description: The First Term Enlisted Course (FTEC) is a five-day course which provides informative briefings and training for newly assigned first term enlisted members. Military professionalism, Enlisted Force Structure, Resiliency, and Financial Management are some of the topics addressed during FTEC. Upon completion of the course, members will be better able to transition out of the technical training environment and into the operational Air and Space Force. Airmen and Guardians are required to attend all 5 scheduled days and will NOT be able to attend personal appointments during this time.

First Term Officer’s Course (FTOC)

Course Length: 3 Days
Who: CGOs on their duty assignment
Description: Develop CGO leadership competencies and mission capabilities by providing a learning experience that develops job skills and broadens their knowledge and understanding of the structure and role of the total force. They will also learn their role and expectations within this dynamic.

Facilitator Course (FC)

Course Length: 2 Days – –
Who: Highly motivated NCO/SNCOs
Description: The Facilitator Course is designed to equip NCO/SNCOs with the essential skills and knowledge needed to effectively facilitate. This program covers the art of facilitation, including techniques for engaging and mentoring peers, guiding discussions, and managing group dynamics. Upon completion, you’ll be playing a crucial role in the professional development of your fellow Airmen and Guardians. This course ensures facilitators are well prepared to deliver impactful and insightful training sessions, fostering a culture of continuous learning and growth.

Junior Enlisted Foundations Course (JEFC300)

Course Length: 5 Days – –
Who: Senior Airmen with 4-8 months TIG. Mandatory requirement prior to attending ALS400.
Description: The Junior Enlisted Foundations Course 300 bridges the gap between tech school and Airman Leadership School (ALS) and will be a prerequisite for ALS beginning FY25. The course provides students with the foundational skills and knowledge needed to conform to standards, custom and courtesies, and offers guidance to help enhance the students’ focus on becoming highly efficient career field and 5-skill level agents. The JEFC 300 empowers Airman to reflect on their behaviors in relation to the Airmen Leadership Qualities. It facilitates the journey to developing supervisory and leadership skills, developing the competency of leading individuals and teams, and understanding the guardrails and guidelines of supervision.

NCO Foundations Course (NCOFC500)

Course Length: 5 Days – –
Who: Staff Sergeants with 18-24 months TIG and Technical Sergeants with 12 months TIG. Mandatory requirement prior to attending NCOA600.
Description: The NCO Foundations Course 500 will be a prerequisite for the Noncommissioned Officer Academy (NCOA) beginning FY25. The course provides students with the skills and knowledge needed to lead by setting the example. It also enhances the students’ capacity to
continually advance factors that shape organizational culture, offer guidance that empowers students to reflect on their behaviors in relation to the Airmen Leadership Qualities and facilitate students’ comprehension of techniques that contribute to establishing robust networks. The NCOF 500 assist students in grasping the connection between attention to detail, establishing impactful communication and fostering a culture of trust. It promotes the realization that asking the appropriate questions involves understanding how to utilize the answers effectively.

SNCO Foundations Course (SNCOFC700)

Course Length: 5 Days – –
Who: Master Sergeant Selects and Master Sergeants with less than 12 months TIG. Mandatory requirement prior to attending SNCOA800.
Description: The SNCO Foundations Course 700 will be a prerequisite for the Senior Noncommissioned Officer Academy (SNCOA) beginning FY25. The course provides students with the foundational skills and knowledge needed to develop, advises and lead teams successfully, and facilitates technical expertise for transitioning from first-line supervisors and trainers to leaders of teams. The SNCOFC 700 assists students in engaging in strategic leadership at the 9 skill level, offering a rich arsenal of influence tactics for changing people’s viewpoints and behaviors. It assists students in learning how to build and maintain social relationships to maximize their informal power and influence in an organization. The course goes beyond managing into a proactive stance that will take the organization forward.

Flight Leadership Course (FLC)

Course Length: 3 Days – –
Who: TSgt/MSgt, CGOs, and Civilian Flight Chiefs.
Description: The three-day course provides you with tools and best practices to manage a flight efficiently and confidently. This introductory course advises students on Air Force administrative processes, appropriate disciplinary techniques, frontline supervisor lessons from helping agencies, mentorship, and leadership. The class will consist of a mix of Officers (Capt./1st Lt) and Enlisted (MSgt/TSgt). The class is also available to Civilian Flight Chiefs. Personnel interested in the course should actively be, or will soon be, in a Flight Commander or Flight Chief role.

Informed Decision Seminar (IDS)

Course Length: 3 Hours – –
Who: This seminar per DAFI 36-2670, Total Force Development, is mandatory for first and second term Airmen and Guardians, 12-15 months prior to their DOS unless pending involuntary separation.
Description: This seminar is an educational experience specifically designed to enhance one’s knowledge of Air Force benefits, highlighted program requirements, and processes. The goal is to ensure personnel obtain the needed information to make the best decision for them, their family, and their subordinates as they come close to the end of their enlistment.
